RoadTrain rescue rules activate

The maintained RoadTrain lineage introduces per-block difficulty adjustment so the chain can respond far more quickly to changing hashrate.

A checkpoint anchors the RoadTrain chain and provides a clear historical reference for the rescued network lineage.
